In Heisei 11, floor area is used for heat loss coefficient (Q)

In Heisei 25, total exterior surface area is used instead to calculate the coefficient of overall heat transmission

According to the survey done by Japan Minka Association, the construction of earth wall does not meet the regulation standard, while the insulation of the roof structure has the insulation function that meet the standard.   However, the overall coefficient of heat transmission fell below the standards.
